Constance Cobblepot is member of the secretive Court of Owls and mother of the gangster Oswald Cobbelpot, alias the Penguin.

She is present when the Gotham Knights first encounter the Court of Owls. She quickly demands that the intruder be executed, but she is reminded that it is the Voice of the Court who makes such choices.
Several nights later, she is a party at the Orchard Hotel in Gotham City, which is celebrating the life and death of Bruce Wayne. This same party was later attacked by the League of Shadows. She managed to escape the massacre from the league and fled the country. With Penguin, confirming that she cleaned out her accounts and has vanished.

Constance is a very old and frail woman. She is needs to be pushed around in a wheelchair in order to get around.
