After marrying into money, Charlotte saw what Gotham's upper class really thinks of those "beneath" them. She's seen how they treat the homeless as criminals while themselves are guilty of actual crimes. Tired of the hypocrisy, she joined the Watch to address the crimes overlooked or ignored by GCPD.
